Pennsylvania– A woman who was arrested after a picture surfaced of her daughter duct-taped to a chair has been released after posting bail. Caira Ferguson, 21, must only see her daughter under supervision of welfare officials, wear a monitoring bracelet, and is also required to take a parenting class.

“She has no prior record, no mental health issues, no anger management issues,” said Ferguson’s lawyer, Vicki Herr. “There is really no basis for her being confined without bail.”
